Mike is a 44 year association management veteran. He holds the Certified Association Executive professional designation and has past experience as Director of Governmental Affairs and Registered Lobbyist. Mike holds a B.S. Degree in Commerce from the University of Virginia and an MBA from Old Dominion University. Mike is also a graduate of the Institute for Organizational Management sponsored by the University of Delaware, the U.S. Chamber of Commerce and the American Society of Association Executives. He holds multiple certificates in association management and the REALTOR® Certified Executive (RCE) designation from the National Association of REALTORS®. He served multiple terms on the AMC Institute Board of Directors and served as Chair for the Accreditation Standards Committee. Mike is an Eagle Scout. Mike thru-hiked the Appalachian Trail from Maine to Georgia. He still backpacks, bikes and takes hundred-mile canoe trips in the Boundary Waters Canoe Area Wilderness.

Gail S. Phillips, CAE | Senior VP of Association Management, Client Care

Gail has 37 years of association management experience. She has led many organizations she has managed to increase their bottom line through efficiencies and enabled the volunteers to free up their time to be more productive and work on strategic issues within their organizations. She also oversees the association management side of the company while working with the other executive directors to assist all of OMG’s clients. Gail graduated from Radford University with a Bachelor of Science degree in merchandising and a minor in general business. She has completed numerous certificate programs in association management, marketing, code of ethics, professional standards and association structures. She currently serves as the CEO for the National Association of Residential Property Managers and is a member of the American Society of Association Executives. Gail fills her free time by spending it with family and, in the summer, hanging around the pool with neighbors. She also enjoys shopping and the time she spends in the Outer Banks of North Carolina.

Lisa G. Noon, CAE, RCE | VP of Marketing

Lisa oversees the marketing functions of OMG in addition to serving as Deputy Executive Director of the National Association of Residential Property Managers and manager of the OMG Richmond office. She has 25 years of association management experience, most recently as CEO of the Williamsburg Area Association of REALTORS®. Prior to that, she served for 5 ½ years as CEO of the Oklahoma Association of REALTORS®, and for 17 ½ years as vice president for the Virginia Association of REALTORS®. Prior to her association management career, she worked in corporate marketing for a regional bank for more than 8 years. She received her B.A. degree in Mass Communications and her M.A. in Mass Communications and Marketing from the University of Nebraska. Lisa is an active member of the Virginia Society of Association Executives, where she serves on the Membership Committee. She will chair the national RCE (REALTOR® Certified Executive) Advisory Board in 2019. She and her husband are empty nesters, with 3 spoiled dogs, one daughter in college, one married son, and one adorable granddaughter.

Cindy Matthews | Executive Director
Cindy has 34 years experience with association and meeting management, including 17 years at OMG. Matthews previously worked 17 years for a builders association planning special projects, programs, services and activities, including trade shows, awards banquets and on-site judging for new-homes planned communities. In her current position at OMG, Matthews works with mortgage lenders, dental hygienists, real estate professionals and many affiliate vendors, who provide services to her clients. She lives in Chesapeake with her husband, Bob, and their two beagles, Bailey and Molly. After hours, spending time with her four grandchildren is one of her top priorities. “If I had known grandchildren were so much fun, I would have had them first!” she said.

Joseph J. Croce, RCE | Executive Director
Joe has 20 years of association experience. He has served in all areas of association activities such as meeting planning, fundraising, membership, marketing, lobbying, and association management. Joe received a BS in industrial engineering from Tennessee Tech University and spent his first career in engineering and later in sales. If you could call eating a hobby, then you would be describing Joe’s greatest passion. Next would be sports of all kinds such as golf, fitness, kayak, skiing, hiking and more. When the weather is bad, wood working is another passion.

Kevin Bayes | Executive Director
Kevin holds two Bachelor degrees from Morehead State University: one in corporate real estate and the other in business education. He has over 30 years of association management experience and is an experienced event and meeting planner. He joined with OMG in 2016. Kevin is originally from eastern Kentucky and now lives in North Chesterfield, Va. He is a big sports enthusiast and loves to cook, paint and travel.

Jackie Sabogal | Executive Director
Jackie brings more than 12 years of experience in customer service and management from various industries, including telecommunications and property management. She joined OMG in 2015 and has worked with clients in several industries including REALTORS®, property managers, governmental purchasers and academic scholars. She also has experience working closely with National Association Regional Directors, Chapters, and Club Affiliates. She is a member of the Virginia Society of Association Executives. She is an avid supporter of children’s charities and volunteers when possible. She is a sports fan and enjoys family activities with her husband and two daughters.

Nicole Chappell | Executive Director
Nicole received her Bachelor in Science in humanities studies from Chowan University in 2009 and her Master of Science in mass media arts and Journalism from Clarion University of Pennsylvania in 2014. Worked at a BMW dealership as a service assistant, she gained significant experience in customer service. With OMG since 2016, she also has experience in the nonprofit sector gained through serving as public relations and event coordinator for PROMISSES, a Richmond-based nonprofit that provides less-fortunate girls dresses for prom.

Rebecca M. Woodring, CAE | Executive Director
Rebecca excitedly arrived at OMG in 2020 with over 30 years experience including 16 years as an Executive Director. Her experience was earned at various local non-profit associations and companies ranging from common interest community association management and real estate to architecture. She is well versed in event, volunteer and meeting management, mission and governance compliance, strategic planning, membership and volunteer development, marketing, public relations and communication. She holds the Certified Association Executive (CAE) designation and is a member of the Virginia Society of Association Executives and the American Society of Association Executives. Her three beautiful children are the pride of her life in Hampton Roads where she finds time to volunteer, travel, enjoy the beach, is learning to golf and loves being an avid NFL fan.

Sharon Lukens | Executive Director
Sharon’s entire career of over 20 years was spent in real estate with TREND MLS in Philadelphia, which later became Bright MLS. The bulk of her experience was as Director and later Vice President of Communications, where she also served on the Executive Management Team. She is excited to bring her knowledge of real estate, technology, data, and leadership to OMG and to the Eastern Shore Association of REALTORS®. As the Association Executive for ESAR, Sharon oversees membership, communications, and education, as well as supports the Board, various Committees and the daily needs of the REALTORS® and affiliates. Originally from New Jersey (Exit 4), she and her husband vacationed on the Eastern Shore for several years, recently relocating full-time just outside Chincoteague. They have grown to care deeply about this place, an affection that bloomed from the welcoming, generous and friendly people, who all love where they live and work. Sharon enjoys movies, golf, cooking, and wine; performing on stage in community theatre, choirs, and with local bands; and her 6 nieces and nephews.
